The public Dijkstra testnet is open; tag 11.2 is still missing, and Copper has 50 votes against

Cardano Daily
Intersect, in Upgrade Bulletin #39, announced that the public Dijkstra testnet is open and invited pool operators to join (@IntersectMBO, 22 October 17:49, L19/RT7/V863). The timeline they repeated in the morning: pv11 on node 11.1.3, then a 11.2 pre-release, then a hard fork and one-day epochs (@IntersectMBO, 23 October 08:03, L36/RT10/V817). The faucet is up. With the 11.2.0 pre-release comes a hard fork to protocol v12, and Ouroboros Genesis becomes the default mode. No mainnet date is published. CIP-23 (minPoolMargin) is in Dijkstra's scope. It is not an approved mainnet fee increase. Dijkstra is the next ledger era.
The cardano-node 11.2 tag is unconfirmed as of 23 October 2026 at 14:20. The latest tagged release remains 11.1.3 from 29 September, 24 days old. Today at 10:21 PR #6732 “SRE Node 11.2 preparation” was updated; #6677 is still open. The HFWG deadline of “this week” expires today. On the 20 October minutes, 11.3 is “at least 2 weeks away”; 12.0 is unconfirmed. In the ledger, #6197, CIP-23 in rewards calculation, merged on 23 October at 03:32, and #6190, Dijkstra minFee, merged on 22 October at 20:23. Merged code is not a mainnet parameter change.
Today's Essential Cardano weekly report: Praos2 is merged, LeiosNotify and LeiosFetch are in main, the prototype testnet was restarted from genesis with ouroboros-consensus 5.1.0.1, Hydra was raised to node 11.1.3, Plutus Value builtins are enabled for Dijkstra, and the cardano-init pledge has 36 signers. Consensus PRs #2377 (endorser blocks) and #2431 (LeiosDB) are recorded as merged; both landed yesterday. Leios, meaning Linear Leios, is consensus throughput. IOG's plan for 3 to 5 times current throughput has not moved since 20 October. Blink Labs published Dingo v0.87.1 (22 October 23:54). Stable Mithril is still 2642.0. Cexplorer added transaction summaries on mainnet. The Cardano Foundation sponsors 25 seats on the UNIC course, €199 per participant, about €5,000 in total; applications close on 2 November, and the course starts on 8 February 2027 (@Cardano_CF, 22 October 16:27, L162/V10,671).
Among SPOs, only @SIPO_Tokyo has responded on Dijkstra, relaying the news without a verdict (23 October 04:41, L1/V16). Users are moderately positive: @StatsAda writes “Nice milestone… No mainnet date yet” (22 October 22:47, L6/V198), @adaplusplus “The news was fine… Price didn't care” (23 October 02:07, V4). @pinnaclenexusus asks IOG for dates, a budget and SPO costs for Leios (V2). That is criticism, not a confirmed figure. The HFWG minutes of 20 October are unchanged, the page for 27 October still reads “To be added”, and the Dijkstra overview has no hard-fork date.
Hydra v2 and release 2.4.2
IOG replayed 24,576 Glacier Drop claims on Hydra v2. Throughput rises from 42 to 79 claims per second, latency falls from 9.9 to 4.4 seconds, and total time from 590.4 to 339.1 seconds. Hydra is a layer 2. In 2025 a head with five organizations and ten nodes processed 3.5 billion NIGHT; two bugs noticed then are now fixed. The same day Hydra 2.4.2 shipped, compatible with node 11.1.3, as a replacement for 2.4.0. The replay measures a layer-2 head. Mainnet capacity is unchanged by it. @SIPO_Tokyo praises figures taken from real data (23 October 13:13, L5/V140). @BBHMM_Stake asks “2.3x faster and simpler to run?” (23 October 01:02, V32). The @IOGroup post has L292/RT41/V8,954 (22 October 17:56).

Copper, the votes and the 16:00 call
Toto Finance is requesting 22 million ADA, about $5 million, for copper. CoinDesk writes that, on the proposal's assumptions, copper must rise about 49.4 percent for the treasury to recover the outlay, and that Toto would receive up to about 3.36 million ADA. At 14:13 the proposal has 0.25 percent DRep yes: 2 yes, 50 no, 1 abstain. Yesterday the no count was 46. The constitutional committee has 2 votes against. CoinDesk puts the close on 15 November; Koios puts expiry in epoch 668. Of an NCL of 500 million ADA, 457.4 million had been used by 16 October; the remaining ledger limit, 42,604,371 ADA, lines up with that and has not moved since 21 October. CoinDesk writes that CuTT is minted on Ethereum and bridged. Toto says it is a “Cardano-native CuTT asset” and that it returns “100% of net sale proceeds” (@totofinance, 22 October 22:41). No SPO reaction on Copper was found. DReps and users are negative: @blockjock2017 “NO… only 67% allocated to copper” (22 October 18:51, L18/V413); @MissCryptoGER “Die Community sagt bisher ziemlich deutlich Nein” (23 October 11:32, L9/V2,060). @BSCNews relays the CoinDesk headline (L49/V8,501).
On the same table, 67 percent threshold: AURORA, 940 thousand ADA, expires in epoch 669 at 0.41 percent (5 yes / 18 no / 4 abstain), constitutional committee 2 against, yesterday 0.38 percent. PFMS, 9.6 million ADA, expires in epoch 669 at 2.99 percent (8 yes / 3 no / 2 abstain), one constitutional committee yes, yesterday 2.93 percent. If Copper, AURORA and PFMS passed, together 32.54 million ADA, 10,064,371 ADA of the remaining NCL would be left. That figure is derived. Today at 16:00 Central European summer time is the call “Dijkstra Rollout – Constitutional update and guardrails”. CAP-12 adds Dijkstra parameters with guardrails; security-critical ones require an SPO vote (@Lucasdb86, 23 October 09:21). CAP-12 has not moved since 21 October. Calendar: 26 October 22:44 end of epoch 663, 27 October HFWG, around 29 October the Bitcoin difficulty adjustment, 31 October Cardano Card shutdown, 2 November UNIC applications close, 4 November the minUTxO RFP, 15 November Copper.
