IOG gives Leios five steps; HFWG: 11.2 this week; CIP-23 enters Dijkstra

Cardano Daily
IOG on 20 October published how Linear Leios reaches mainnet: constitutional update, hard fork, BLS key registration, load tests and at least two parameter raises. The initial target is 3–5× the Praos ceiling of 4.5 TxkB/s, later 10–15×. Leios turns on only when about 90–95 percent of stake has registered BLS keys; an endorser-block certificate needs votes for at least 75 percent of active stake. No hard-fork date is published. Alongside Leios, Dijkstra carries nested transactions, account enhancements, guard scripts, Plutus V4, freely withdrawable staking rewards and a pledge-leverage parameter. Capacity raises after the HF go through parameter votes, not a new hard fork.
SPOs are mostly positive: @ATADA_Stakepool writes “SPOs - we did it!”; @Cerkoryn “implemented in full”. Against is @BKINDSPO: “it will not lead to more fair competition”. Users are positive with small reach.
HFWG, node 11.2, CAP-12 and votes
HFWG minutes from 20 October say a tagged 11.2 is “expected this week” and 11.3 is “at least 2 weeks away”. 11.2 carries the full Dijkstra scope except Leios; CIP-23 (minimum pool margin) is “fully included”. BLS key rotation without the pool owner's signature still needs a fix. PRs #6732 and #6742 were updated today on branch koslambrou/prepare-11.2; tag 11.2 is not confirmed as of 21 Oct (latest tagged: 11.1.3). The call “Dijkstra Rollout – Constitutional update and guardrails” is set for 23 Oct at 16:00 CEST. Yesterday's “backstop” RC 11.3 around 23 Oct is no longer realistic — that is an interpretation from the HFWG calendar.
CAP-12 “Dijkstra era parameters” was revised today at 11:28: Peras was removed from the parameter list, and minPoolMargin arrives at value 0 until governance sets it. Ledger merged #6011 (Leios cert golden tests); consensus Peras 75–77 (#2427–#2432) and #2278 “formal spec to include Linear Leios”. Mithril Update 21 Oct: 2642 supports node 11.1.3; work continues on the 11.2 move (#3585). Dolos shipped v1.6.2.
New treasury request PFMS: 9,600,000 ADA (tx 7249…c0e8, 13:49), authors Trivolve Tech and the Cardano Foundation — a chain-of-evidence system for Indian state police, with 70 percent of verification revenue to the treasury. The ~1.5M tx/year projection is unverified. Copper has 44 “no” votes (yesterday 36); k poll: DRep 7.72 percent, SPO 2.21 percent, expiry tonight. AURORA 0.36 percent (4 yes / 13 no). NCL 42,604,371 ADA; after Copper+AURORA+PFMS about 10.06M would remain (derived).
