The lower pool cost and OpenZeppelin expired short of the threshold, and node 11.2 still has no tag

Cardano Daily
The two votes that yesterday were still worth writing about in the future tense are now past midnight. They did not pass. At the boundary of epochs 660 and 661, on Sunday at 23:44:51, the proposal to cut the minimum pool cost from 170 ADA to 75 ADA expired, and so did the payout of 11,787,063 ADA for the OpenZeppelin package. Koios lists both as expired in epoch 661, with no ratification epoch. The min_pool_cost parameter in epoch 661 is still 170 ADA. The treasury withdrawal in that epoch is zero.
The DRep threshold was 67 percent. The final share for the lower pool cost on Koios is 44.18 percent: 87 votes in favor, 37 against, 19 abstentions. SongMarketCap on Saturday, before the expiry, wrote 39.13 percent. The figure moved. The threshold did not. OpenZeppelin finished at 4.0 percent on Koios. SongMarketCap had 4.03. Sixteen in favor, 94 against, 17 abstentions. The constitutional committee had five yes votes and none against on both proposals, which is its threshold. DReps did not gather theirs. That is why the proposals stand, not because the committee failed to vote.
A resubmission had not been confirmed by 14:30 today. The poll on the k parameter, from 500 to 1000, is still running. It expires around 21 October, at the boundary of epoch 663. DReps are at a live 4.62 percent on it, pool operators at 2.03 percent.

The 11.2 tag is still not out
On GitHub, johnalotoski updated the draft of pull request 6732 this morning at 08:36, the 11.2 node preparation. It is still a draft, 18 commits. The older request 6677 from 10 October is still waiting for review. Tags 11.2, 11.3 and 12.0 are not confirmed on the releases page today. The latest release is still 11.1.3 from 29 September, and the minimum Intersect holds is 11.1.2.
The hard fork working group minutes from 6 October have not changed: a tag for 11.2 before 13 October, a release candidate for 11.3 around 23 October, a hard fork vote around 10 November, a deadline of 15 December. Tomorrow's meeting is that deadline for the tag. As of 14:26 there is no tag.
Leios received release candidate rc-2026w41 last night, and pull request 6733 on cardano-node was merged on Sunday evening. IOG on X confirms a gradual load test under the name Musashi Fire. I did not find a list of Leios features for 11.3. DijkstraNet is not live. In Friday's weekly review, number 132, about 30 percent of blocks were still on a node older than 11.1.2. Review 133 is not on the page today.
Smaller, but from today
Blink Labs published Dingo v0.81.2 at 05:38. That is their client, not cardano-node. CIP-0164, the text on Leios mini protocols, was closed today at 14:24 without a merge. A new conversation opened on the friction around the minimum UTxO. That is not a network release either.
