SecondFi recovery routed 100M ADA; Hoskinson refuses a bailout; tag 11.2 is missing

Cardano Daily
@secondfiapp on 20 October reports that since 7 Oct users have transferred more than 100 million ADA and 22 million NIGHT to dedicated addresses through recovery requests. The Crypto Basic confirms the same frame: the June attack took 16.1M ADA (~$2.6M), linked to Lazarus, and SecondFi moved 129M ADA to an independent custodian. So 100M ADA is recovery-request volume, not stolen funds returned. A≠B: @Cardanians_io writes “successfully recovered”, while The Crypto Basic says “transferred… through recovery requests”. On-chain contract addresses: information is not available. Hoskinson answers an airdrop proposal for victims with “I have nothing to do with SecondFi” and “It's not my responsibility to bail you guys out” (@IOHK_Charles).
Media the same day carry Hoskinson's announcement of a personal programming language for Cardano with “intents and PCD via Groth16”, with Lucas Rosa (@angrycryptoshow; CoinDesk). Name, specification, repository and date are unpublished. Plutus V3 BLS12-381 primitives can already verify Groth16. Dingo v0.86.0 measures LeiosDB latency and ships security fixes. Leios rc-2026w42 remains the latest release; respin completion is unconfirmed. SPO @BBHMM_Stake claims “Musashi respin is live” — the signal comes from one pool.
Node 11.2, HFWG, Mithril and votes
PR #6736 (“as preparation for Node 11.2”) merged today into branch koslambrou/prepare-11.2, not master. Main PR #6677 has 15 commits and is no longer a draft; draft #6738 retires cardano-submit-api. Tag 11.2 is not confirmed as of 20 Oct. HFWG today has a rewritten agenda with “Leios Rollout Journey”; the minutes were still empty at 14:09. Mithril 2642.0 became a stable release: signers read protocol parameters on-chain; Gzip snapshots are no longer supported. Consensus merged GetLeiosCommittee (#2419) and GetStakePoolState (#2412). MusashiNet rewards Jul–Sep: $100 per month per pool, 86 of 124 pools, $16,100 total; objection deadline 23 Oct at 01:59.
Governance: Copper has 36 “no” votes (yesterday 29), AURORA 9 (yesterday 3). AURORA seeks 940,000 ADA (800,000 Fairway + 140,000 audits/hosting). The k poll ahead of expiry: DRep 5.09 percent, SPO 2.22 percent. CAP-12 comments rise from 14 to 24. DijkstraNet is not active.
