Two votes expire tonight, and node 11.2 is still a draft

Cardano Daily
Tonight at 23:44:51 Central European time, epoch 660 closes. Two proposals close with it. Intersect already puts both on Sunday in weekly review 132, published on Friday.
One pays out 11,787,063 ADA for an OpenZeppelin package that Intersect would run. The other lowers the minimum pool cost from 170 ADA to 75 ADA. The DRep threshold is 67 percent. In the table Intersect published, with figures from Thursday 8 October at 16:45 Central European time, OpenZeppelin was at 3.83 percent and the lower minPoolCost at 34.09 percent. The constitutional committee then had three yes votes and four members who had not voted. The numbers can move between that table and tonight, but Thursday left them far from the threshold.
The third proposal, a poll on raising the k parameter from 500 to 1000, is not on tonight's cut. Intersect puts its deadline on 21 October. In the same table DReps were at 3.77 percent and pool operators at 0.72 percent.
Part of the network is still behind on the node
The same Friday note says that three weeks after the call to upgrade, about 30 percent of blocks are still running a node older than the critical upgrade. The recommendation in that review is 11.1.3 for everyone, and 11.1.2 as the minimum. Releases 11.2, 11.3 and 12.0 are not marked as published on the releases page.
Today at 13:18 Central European time, johnalotoski opened a draft of pull request 6732 on the cardano-node repository, titled "SRE Node 11.2 preparation", marked as work in progress. The older request 6677, on aligning the consensus layer for 11.2, is still open. It was opened on 3 September, not yesterday.
In the same note Intersect describes 11.2 as the next larger stop: the full feature set of the Dijkstra era, without Leios, and a reason to stand up a public DijkstraNet before a hard fork even gets close to Preview. That is Friday's plan, not a sign that the network is already there today.
What else arrived this weekend
Blink Labs published Dingo v0.81.1 on Saturday evening. The changes include faster batch spending of UTxOs and a run of fixes in the ledger and sync. It is not a cardano-node release.
CAP-12 is mentioned in the Intersect review as a text that went back for revision because one comment caught a limit that would have blocked the very change the amendment exists to make. The next weekly review, 133, was not on the page yet on Friday.
